Terrorism has no universally accepted definition within international law. Although there are global and shared efforts to combat terrorism, no definition has been agreed on.
What one country or group considers a “terrorist,” another might see as a “freedom fighter.”
Factors conducive to Terrorism
There are several factors conducive to terrorism, which, just because they appear in a certain area, does not inherently cause terrorism. They include:
- Poverty
- Legitimate grievances
- Violence by government
- Humiliation
- Foreign policies
- Failed states
- Globalization
- Lack of democracy
